Clean Hydrogen Partnership Launches PDA Scheme to Boost Hydrogen Valleys Across Europe
The Clean Hydrogen Partnership's new PDA programme offers tailored support to scale Hydrogen Valleys across Europe, helping projects reach final investment stages.
On July 11, 2025, the Clean Hydrogen Partnership kicked things up a notch in Europe’s push for a clean hydrogen future. They’ve officially opened applications for their Project Development Assistance (PDA) programme—a hands-on initiative designed to fast-track the development of Hydrogen Valleys. These are fully integrated hydrogen ecosystems that bring together production, storage, distribution, and real-world uses across key sectors like industry, transport, and energy.
Helping Hydrogen Valley Projects Cross the Investment Line
Covering the entire European Union and countries associated with Horizon Europe, the PDA programme is all about helping up to 15 promising Hydrogen Valley projects get across the finish line and reach Final Investment Decision (FID). It’s split into two tracks: PDA Light for early-stage concepts, and PDA Plus for those already further along. Each stream offers tailored guidance—everything from business planning and picking the right tech, to navigating regulations and sorting governance structures.
The programme’s got some serious horsepower behind it, too. It’s backed by a top-notch consulting crew led by Roland Berger (Germany), with engineering input from Worley (Australia) and digital support from Inycom (Spain). Together, they’re bringing global expertise straight to the table, helping projects go from drawing board to build-ready.
Part of Europe’s Bigger Climate Gameplan
This is more than just another green programme—it’s a key puzzle piece in Europe’s REPowerEU Plan and the European Green Deal. Both aim to cut down emissions in tough-to-decarbonize sectors and get the continent off imported fossil fuels for good. Hydrogen Valleys are at the heart of this plan, showing that local, clean hydrogen ecosystems can work at scale—and make commercial sense too. Past rounds in 2022 and 2023 highlighted one key lesson: projects need smoother development paths. That’s exactly what the PDA is here to deliver.
Two Tracks, One Goal: Ready-to-Build Projects
The PDA comes with a flexible setup:
- PDA Light: Local alliances and early-stage projects get help shaping their value chains and laying early groundwork.
- PDA Plus: More advanced teams get support fine-tuning business models, wrapping up permits, and ticking off the final boxes needed for investment.
But this isn’t just about ticking boxes—it’s about laying down bricks. The programme focuses on regions that already have strong renewable energy setups, industrial activity, and demand for clean mobility. That means the help goes where it can do the most good, fast—bringing investment and impact right where it counts.
Important Dates and How to Apply
The application portal is open from 11 July 2025 through 19 September 2025, aiming to select up to 15 standout projects. Interested? There’s an online info session scheduled for 18 July 2025 to walk potential applicants through the process. Even better, PDA is fully funded by the Clean Hydrogen Partnership—making it much easier for projects to take that early leap without the usual financial risks.
More Than Policy—Real Projects, Real Progress
This initiative isn’t just about top-down policy—it’s about getting hydrogen infrastructure out of slide decks and into the real world. PDA-backed efforts have a strong track record of pulling in private investment and building solid regional innovation ecosystems. Just as important, these projects help clear the typical headaches that delay progress—specifically permitting and financing hurdles.
What’s exciting is the ripple effect. By going local and cross-sectoral, these Hydrogen Valleys fuel new jobs, cut emissions, and boost energy resilience—all while positioning Europe as a leader in sustainable energy and industrial decarbonization. It’s a win all around.
Looking Ahead: Scaling Big with Hydrogen Valleys
Right now, Europe’s setting the pace when it comes to planning integrated Hydrogen Valleys. The PDA programme cements that lead with a structure built to scale—and to replicate. By doubling down on smart, localised hydrogen ecosystems, the Clean Hydrogen Partnership is turning a forward-looking energy vision into a competitive, game-changing reality.
The big question? Whether the next 18 months will be the push that gets these ideas over the financing hump and into the construction phase. If it does, don’t be surprised if this model becomes the go-to blueprint for hydrogen development around the globe.
